LOCAL GOVERNMENT ISSUES

       Philippine local governance can be traced to the early period of precolonial era in the Philippines.  The Sultan. rajahs and Datus in the different villages had economic, political and socio-cultural power and authority.  the elders had certain powers as well.  Many issues have been tackled from that period to the present.  In the 21st century, where the Philippines developed its Local Government Code in 1991, there are socio-economic as well as political issues and problems that beset its local government units.  To name a few:
 political dynasties ; political parties  ;  economic issue of the One Town One Product program;  Local Taxation ;  Gender and Women Issues;  RH Bill ;  e-governance;  Information Technology and Communication Technologies;  Environment issues (Mining in Palawan);  Waste disposal problems;  and Ecotourism

OBJECTIVES:
1.      Determine the historical struggles of the Filipinos for national independence and development.
2.       For a deeper understanding of the establishment of government, economy, socio-cultural conditions during the American Period ;
3.      Identification of American influences in the different areas of society(Political, economic, socio-cultural, technological)
Summary
Establishment of American control in the Philippines/ U.S. Policies
            American colonial and imperial rule, just like Spanish colonialism was not an accident of history.  Months after the American victory in the Spanish American War, events developed exhibiting the interest of the United States in world power, advancing itself as an imperialist nation.  The Treaty of Paris was signed in December 10, 1898, stating that Spain shall cede Spanish colonies to the United States. The Philippines was turned over to the U.S. for $20,000.
            The Americans established military government in 1898 and a civil government after Pres. Emilio Aguinaldo was captured.  The Philippine Commision (1901),  Philippine Assembly (1907) and Philippine Legislature(1916) were established.  The Benevolent Assimilation Proclamation of President Mckinley meant a U.S. enforcement of sovereignty in the Philippines.  Reforms were instituted in education, reorganization and representation in government (democracy), public health, public works and Free Trade.  Through the Spooner Amendment and leadership of William Howard Taft many laws were passed (Municipal code, Civil code, Sedition Law, Brigandage Act, Flag Law, Reconcentration Act) to pacify the Filipinos’ struggle for independence against American colonial Rule.
            Armed struggle and resistance groups continued in various parts of the country (i.e. Diliman Gang, Macario Sakay, Moros, Pulajanes of Cebu, Ricarte Movement, Apo Ipe, Dios Dios in Samar).

COURSE DESCRIPTION: LOCAL GOVERNMENT
COURSE CREDIT:             3 UNITS

COURSE ABSTRACT: 

                The course introduces the political perspective of understanding the basic concepts of local governance in the Philippines with a foundation of its historical developments.  The focus is on the Local Government units administration, powers, authority, and the present thrusts and developments in the local government units in the Philippines.  A great attention shall be focused on the basic concepts and policies as embodied in the Local Government Code of 1991, understanding the basic concepts of local governance but, nonetheless, shall include the link between the laws, policies and reality.  Reality of governance in the different local government units shall be explored to identify and analyze the strengths and weaknesses of their inherent and limited powers.  The instructor shall utilize political concepts and theories in the analysis of concepts and cases to be studied.  Lectures, discussions and class presentations shall comprise the totality of the classes.

A. COURSE DESCRIPTION
This course is an introduction to the operation of the political systems that shall include persons, structures, and processes involved.  The study of basic political concepts, institutions of government, and the complex relationship between the citizenry and the state shall be analyzed.  The main focus is on the Philippine context and contemporary issues and problems. The 1987 constitution is used as the basic framework for analysis.
 
B. COURSE OBJECTIVES
The course aims to:
1. Introduce the students to the basic structure and processes of politics and
governance;
2. Enable the students to understand basic political theories, as well as the
workings of governmental institutions; and 
3. Enable the students to critically examine the Philippines’ own political structures, contemporary issues and problems relevant to it.
4.  Displaying the ability to draw out existing knowledge from books, journals,and other materials.  This includes the internet.

The focus is on the fields’ major concepts, the dialectic between self and society in space and time, and the various perspectives taken to interpret the social world as it evolved in the past and continues to evolve through the present. A greater attention will be devoted to theoretical frameworks of understanding the basic concepts of culture and society in the field but, nonetheless, the links between theory and reality shall be delineated and explored to illuminate the weakness and strengths of each framework. At all times, therefore, the instructor shall take extra care in the Philippine setting. Lectures, discussions, and class presentations will comprise the bulk of the classes.

HISTORY OF ECONOMICS AND PSYCHOLOGY

IN ECONOMICS
The topic of Economics, as a social science is a matter of human relations. It goes so far as to the production and distribution of wealth, not to mention, the relationship between individuals, businesses or firms and nations. Concretely, these complex relations did not exist during the past compared to the present.They were not distinct and did not pose a separate science but did stand undeveloped with other bodies of doctrines of ethics and related topics.The idea of economics dated back to the time of the Greeks. The concept of the political economy was not present or any established principles or formulas. However,they did concern themselves with ideas of production and distribution of wealth (ex: breeding of sheep). It is evident in the treatise by Xenophon entitled “Wealth” containing matters on thenature of agriculture; the significance of trade, that in those times, they do recognize ideas of production and distribution of wealth. Later proponents such as Plato and Aristotle established opinions on economic thought which posed a rather scientific standpoint. The philosopher Aristotle led one of the first important economic discussions in Ancient Greece that is seen in his work entitled “Politics”. (Dewe, 1907).

SOCIAL SERVICES: ALTERNATIVE LEARNING SYSTEM FOR THE OUT-OF-SCHOOL YOUTH

Abstract
The general objective of this study is to define, describe and explain existing stakeholders’ perception of the strengths and weaknesses of the social services offered by the government to the Out-of-school Youth. The study aims to identify the problems or challenges experienced by the learners while enrolled in the Alternative Learning System (ALS) program and lastly, to identify self-discoveries of the learners that lead to self-realizations for the betterment of their economic, social and cultural conditions.  This study’s respondents included all of the learner-enrolees of ten-month period education under the Alternative Learning System in Baguio Central School, Quezon Elementary School and Puguis Elementary School, enrolled for School Year 2011. Structured questionnaires were distributed to the 188 learners and interviews were conducted as data gathering tools. Simple distribution and mean was utilized to treat the gathered data.          The results of the study intend to contribute to improve the effectiveness and efficiency of the instructional delivery system of the Alternative Learning System towards

FILIPINAS DE CIEN ANOS

This essay of Rizal entitled "Filipinas de cien años"was first published in La Solidaridad, Madrid, between September 30, 1889, and February 1, 1890

                According to Jose Rizal, to read the destiny of the Philippines is to open the book of the past.  With the conquest of Spain, the Philippines has changed its customs, laws, usages and religious beliefs.  The country became depopulated, impoverished and retarded, without confidence, without faith tin the present and no fond hope. With the new era, we have lost our ancient tradition upheld by centuries.  For three centuries, the Filipinos were accustomed to the “yoke” .  the Liberals consider our condition as the same.  The friars say we were redeemed from savagery, while Filipinos say we have decayed and retrograded.  Why have the Filipinos become faithful to the Spanish rule? According to Rizal the reasons were: because of the hope of paradise, friendship with Spaniards, that we were compelled by superior arms and that the invading force took advantage of feuds to step in as peacemakers than dominate both.  There are four factors determined by Rizal for the country’s future misfortune and debasement, namely: the brutalization of the masses by the Spaniards, impoverishment, the extermination of the inhabitants and the fostering of internecine feuds among races. 
            The brutalization of the Malayan Filipino is impossible. There exist writers, freethinkers, historians, artists and jurists.  The divine flame of thought is inextinguishable. Poverty does not arrest development.  It breeds a desire for change as wealth brings conservatism.  It would likewise be impossible to exterminate the inhabitants of the Philippines. Wars and epidemics have not exterminated Filipinos.  Internecine feuds were formerly possible but communication has developed. This has fostered unity and understanding.  Advancement and ethical progress of the Philippines are inevitable and decreed by faith.
            Reforms are necessary to attain this development.  Freedom of the expression and representation in the Spanish Cortes must be accomplished The Philippines may be assimilated by Spain, or the Philippines may cut its umbilical cord from Spain through violent means and eventually be independent.

EONOMICS AND POLITICAL SCIENCE


Political Science and Economics are social sciences.  Political science is a concerned with the theory and practice of politics and the analysis of political systems and political behavior.  Economics, on the other hand analyzes the production, distribution and consumption of goods and services.  Economics has to do with the system in which our society organize or control the economic sphere whether it be through capitalism, a centrally planned government or the free market.
